Como la de 1898 en The American Register (hipervínculo), esta semblanza vuelve a definirlo como el “former minister at Berlin, Saint Petersburg and Viena” del que no es necesario decir que es “well known in Paris” y cuyo rostro, “so Parissian in appearance, is already familiar”. Tiene además el gran valor de referirse al perfil de Mansilla como escritor en la París de fin de siglo (de hecho el acápite de la nota dice: “Géneral Lucio V. Mansilla, the author, now a resident of the City of Lights”) y su decisión de dedicarse enteramente a sus libros, sin dudas relevante en su vida literaria. Dice: “Specially is he well known along the best literary circles and his French confrères are congratulating him on his resolve to devote all his time to his books.
